DEQ Rulemaking – Mattress Stewardship 2023 — DEQ is Asking for Public Comment on the Proposed Rules
Summary
Rulemaking must be conducted to clarify and implement the Mattress Stewardship Act of 2022 (SB1576). The Act requires mattress producers to join a stewardship organization with an approved plan to develop, implement and administer a statewide program for the financing, collection and environmentally sound management of discarded mattresses in the state of Oregon. This rulemaking is necessary to ensure successful implementation of the Act, including establishment of an annual fee to cover DEQ's costs to administer, implement and enforce the 2022 Act.

Please join the Northeast Recycling Council (NERC) for a conversation with a carpet policy expert, an established recycler, and a local official about the opportunity and impact of carpet EPR. Recycling carpet creates jobs and achieves substantial reductions in GHG emissions. Yet, despite decades of discussions and voluntary agreements to recover carpet, only ~1 percent of carpets are recycled in the US. California is the only state whose carpet recycling rate is 30%, as a result of its extended producer responsibility program for carpet.
