DEQ is Hosting Webinar on Implementing SB 245, SB 263, and Materials Management in Oregon

DEQ logoIn 2012, Oregon's Environmental Quality Commission adopted Materials Management in Oregon: 2050 Vision and Framework for Action. This month, the Oregon legislature adopted SB 245 and SB 263. SB 263 was signed by Governor Brown on June 22 and SB 245 will be headed to the Governor’s desk for signature in the coming days.

Both bills help to provide a solid foundation to realize the 2050 Vision: Oregonians in 2050 produce and use materials responsibly - conserving resources - protecting the environment - living well. This is a vision for all of Oregon and DEQ is excited to work with you and others to help realize it. If you participated in one of the many meetings or other work that ultimately led to the creation and adoption of the 2050 Vision and Framework for Action, SB 245, or SB 263, thank you!

SB 245 allows for an increase in state solid waste disposal fees (tip fee), which will fund several new services and the restoration of services recently lost during the recession (including grants). It also affirms DEQ's authority to implement the 2050 Vision and Framework for Action. SB 263 changes recycling and waste prevention program elements required of larger cities and their counties, and updates state and local goals.

  • Provide summaries of the final versions of SB 245 and SB 263.
  • Introduce plans for implementing SB 245 and SB 263, and the next phase of the 2050 Vision and Framework for Action, including the timing of three new rulemakings, provision of grants and other new services, and new opportunities for you and others to continue to shape and participate in this work.
